Workday and UKG Move to Let Outside AI Assistants Act on HR and Payroll Data

Workday and UKG Move to Let Outside AI Assistants Act on HR and Payroll Data

Workday and UKG announced a day apart that HR and payroll work can start in an AI assistant neither company makes. On October 12, UKG said employees will be able to start work in AI tools from Anthropic, Google and OpenAI; on October 13, Workday made its Model Context Protocol (MCP) tools generally available. Both are selling the same thing: the permission rules already inside their systems.

Workday ships headless access, with its rules attached

At Workday Rising in Las Vegas, Workday said its Trusted Agent Platform now offers headless access to HR and finance. In practice, agents can read data and take actions without going through Workday's own interface.

Agent-Ready Tools, Workday's MCP tools, are generally available alongside Workday Data Cloud, Developer Agent, Custom Agents and Agent Harness. Workday says agents built by Workday, customers or partners run under the same permissions, approvals and audit trails as the rest of the system.

"Headless can't mean lawless," said Gabe Monroy, Workday's chief technology officer, in the release. A plugin that brings Sana, Workday's AI assistant, into Claude is with early access customers, with general availability expected in late 2026, CIO reported. Workday says each request from Claude passes through its permissions and business rules, and the user confirms every change.

The practical change is that a general-purpose assistant can reach a pay or employee record without anyone opening Workday. Workday says the access decision stays in its security model. Customers will need to test that claim: an agent acting for a user should do what that user can do, and nothing more.

Autopilot agents for recruiting now, payroll in 2027

Workday also announced "autopilot" agents that run in the background instead of waiting for a prompt. The Talent Acquisition Agent watches open requisitions, flags roles at risk of missing hiring targets, surfaces qualified candidates and drafts outreach for recruiter approval. It is with early adopters now, with general availability planned for early 2027, HR Dive reported.

The Payroll Agent, which customers already use, gets the same treatment. In autopilot mode it will check for missing or incorrect pay data before a run. That mode is planned for early adopters in early calendar 2027, on the same schedule as the Accounting and Deployment agents. Customers choose which actions run automatically and which need human review, and Workday says it logs every agent action.

"Probabilistic AI is great at guessing, but in payroll and finance, a good guess isn't good enough," said Gerrit Kazmaier, Workday's president of product and technology. For payroll teams, background agents will not reach even early adopters until 2027. Recruiting is where they arrive first.

UKG lets the front door belong to someone else

UKG's announcement covers leaders, managers and employees, and extends to consumer voice assistants as well as Anthropic, Google Gemini and OpenAI. Its Workforce Operating Platform would act as the "system of action" that governs how the work gets done. Selected capabilities would reach those tools through MCP and pre-built connectors, with UKG's existing access controls and business rules still applied.

CEO Jennifer Morgan said frontline workers can now get "the flexibility, pay, benefits and schedules they need, right in the AI and app they already use," Constellation Research reported. UKG calls this a headless model, the same term Workday used. It also said its own applications remain essential for complex HR, payroll and workforce management work.

Unlike Workday, UKG described a direction and did not attach release dates or say which capabilities come first. Workday, which also made Sana its default home screen at Rising, is covering both positions: its own front door and the governed layer behind other companies' front doors.

Workday buys an identity layer for agents

The same day, Workday signed a definitive agreement to acquire C1.ai, an identity governance platform. C1.ai grants people and AI agents access to systems such as CRM and cloud infrastructure, then removes it when the job is done. Terms were not disclosed. The deal is expected to close in Workday's fiscal fourth quarter, which ends January 31, 2027, iTWire reported.

Workday argues that every hire, job change and exit is already a Workday event, so access for people and their agents can follow the HR record. That extends its pitch from governing its own data to governing what agents reach in other systems. Companies that already run a separate identity governance tool will have to decide which system makes those calls.

The governance claims are still the vendors' own

Employer-of-record provider G-P took the same route on August 26, launching an MCP server that streams workforce data into Claude, ChatGPT, Gemini and Cursor. G-P said agents can only reach data the user is authorized to view.

The control claims in the Workday, UKG and G-P announcements come from the vendors themselves. We found no independent evaluation of how these permission models hold up when a request arrives through an outside assistant.

What to watch

Oracle AI World runs October 25 to 28 in Las Vegas, and Dayforce Discover runs October 26 to 29 at Wynn Las Vegas. Oracle added Fusion Cloud HCM talent agents in August. The test for both companies is whether they open their HCM data to outside assistants through MCP, and whether they attach release dates when they do.

Workday has two dates of its own to meet: general availability for the Sana plugin for Claude in late 2026, and closing the C1.ai deal by January 31, 2027.
