Swift's Bank Ledger Goes Live as Payments Power Shifts on Two Fronts

Three separate developments in the past two weeks show the infrastructure under global payments moving in the same direction: more parties get direct access to the rails, and the incumbents that used to control them by default now have to compete for that position.

Swift's shared ledger goes live with 17 banks

Swift confirmed on July 9, 2026 that its blockchain-based shared ledger is ready for initial use, nine months after the project was announced and four months after its design was finalized (Swift, 2026). Seventeen banks across six continents, including ANZ, BNP Paribas, BNY, Citi, DBS, HSBC, Lloyds, MUFG, UBS and Wells Fargo, are preparing to pilot live transactions on it (CoinDesk, 2026).

The ledger does not replace Swift's existing messaging network. It gives participating banks a shared orchestration layer for bank-issued tokenised deposits, letting them move customer funds, including overnight and on weekends, ahead of final settlement through the systems banks already run (Swift, 2026). Cross-border transfers that currently wait for a settlement window can move the moment a bank issues the token. What changes for corporate treasury teams and correspondent banks is speed, not who they bank with. That is a narrower claim than "blockchain fixes banking," and it is the one Swift itself is making.

Revolut becomes a bank in Australia

On July 21, 2026, the Australian Prudential Regulation Authority granted Revolut a full, unrestricted Authorised Deposit-taking Institution licence, and Revolut launched Revolut Bank Australia the same day (APRA, 2026). Revolut says it is the first global fintech to hold this class of licence in Australia, and it is converting more than one million existing Revolut Payments customers to the newly licensed bank automatically, with deposits now covered under Australia's Financial Claims Scheme up to AUD 250,000 per account holder (Revolut, 2026). The company has committed AUD 400 million to its Australian build-out over five years (PYMNTS, 2026).

Australia is Revolut's first market in the Asia-Pacific region where it will operate as a licensed bank rather than a payments provider. That distinction matters because a payments licence and a banking licence carry different capital, liquidity and deposit-protection obligations. Revolut has now cleared the higher bar in a market it previously served under the lower one.

India's two biggest UPI apps lose ground

In India, PhonePe and Google Pay's combined share of UPI transaction volume fell to 79% in May 2026, the first time the pair has dropped below 80% since the National Payments Corporation of India began publishing app-level data (Outlook Business, 2026). PhonePe holds 46.2% and Google Pay 32.7%; smaller apps including BHIM, Navi and super.money picked up the difference (Glenbrook Partners, 2026). The top three providers together, which controlled 95.2% of transactions in January 2024, are down to 87% as of May 2026.

The shift is arriving ahead of a regulatory deadline. NPCI's rule capping any single UPI app at 30% of transaction volume, first proposed for the end of 2024 and repeatedly delayed, is now set to take effect at the end of December 2026 (Outlook Business, 2026). Both PhonePe and Google Pay remain well above that 30% ceiling, so the rule alone does not explain the May numbers, but it sets a hard deadline that neither company can wait out.

What connects these

None of these three stories shares a company or a market. What they share is a regulator or a network operator redrawing who is allowed to sit close to the money. Swift is opening a settlement layer that used to run entirely through correspondent banking relationships to a defined group of 17 institutions on shared terms. Australia's regulator moved a fintech from a restricted payments category into the same licence class as an incumbent bank. India's regulator is using a market-share cap to force volume away from two companies that got there first. In each case, the operator of the rails, not competitive pressure alone, is the one changing who has access.

What to watch next

Swift has not published a date for the first live tokenised-deposit transaction on the new ledger; that will be the test of whether the pilot banks move real volume or hold at proof-of-concept scale. In India, NPCI's December 2026 deadline is the number to track: whether PhonePe and Google Pay's combined share falls further toward 60% before then, or whether the trend levels off well above the cap.
