What happened
The General Services Administration is exploring how to extend its OneGov buying program beyond software, according to GSA Deputy Administrator Mike Lynch. Speaking at Government Executive's Government Efficiency Summit on July 16, 2026, Lynch said the agency is now asking "How do we expand beyond software?" since many of the roughly two dozen vendors already in OneGov agreements sell products outside their software lines too (Nextgov/FCW, 2026).
OneGov launched in April 2025 as a mechanism for GSA to negotiate discounted software and AI licensing on behalf of the entire federal government rather than agency by agency. GSA's own account of the program's first year, published April 29, 2026, put total savings at $1.1 billion across 20 unified vendor agreements, with software discounts reaching as high as 90 percent from providers including Microsoft, Adobe, Google and ServiceNow (GSA, 2026). By the July summit, Lynch cited an updated internal estimate of $1.18 billion in cumulative savings (Nextgov/FCW, 2026; MeriTalk, 2026).
Who is affected
Federal agencies are the direct beneficiaries: GSA has said more than 3.4 million federal employees now have access to AI tools through OneGov agreements, with the Departments of Health and Human Services, Veterans Affairs, Transportation and State among the agencies drawing on the discounts (Nextgov/FCW, 2026). Vendors with existing OneGov deals, including Adobe, Amazon Web Services, Broadcom, Cohesity, Microsoft, OpenAI, SAP, ServiceNow and Snowflake, are the counterparties most likely to see the model extended to additional product lines they sell to government (Nextgov/FCW, 2026).
For procurement technology vendors more broadly, the signal is that GSA intends OneGov as a standing negotiation structure rather than a one-time software initiative. If the agency does move into non-software categories, contract vehicles and pricing models that vendors built for the software rounds will likely serve as the template.
What GSA has not yet said
Lynch's comments describe an intention to look at expansion, not a finalized policy. GSA has not published which categories of non-software spend it would target first, what savings threshold would justify a new OneGov agreement, or a timeline for announcing the first non-software deal. Washington Technology's coverage of the same remarks characterized the expansion as an idea GSA is actively evaluating, not a program already underway (Washington Technology, 2026).
What happens next
GSA has continued signing individual OneGov agreements through the summer, including a software and AI agreement with CORAS announced July 28, 2026, that discounted the vendor's agentic reporting and workflow tools by 40 to 80 percent through September 2027 (GSA, 2026). Whether the agency formally broadens OneGov's scope beyond software, and which agencies or vendors are first, is the detail to watch for in GSA's next public update on the program.
